Homeless Action and Response Team (HART) Homeless Action and Response Team (HART) Norfolk Department of Human Services (NDHS) is committed to improving the lives of children, families and communities through comprehensive services that support the well-being of Norfolk citizens. In support of that mission, NDHS created HART, which is comprised of Family Services Workers who work to strengthen and stabilize families who are experiencing homelessness or at risk of homelessness. HART conducts thorough assessments of each families’ strengths and challenges and partners with the family to provide services tailored to meet their unique needs. Regional Housing Crisis Hotline Provides information and screening for shelter, rental assistance and other resources in the greater Hampton Roads area. Who should call?
